There are two State IDs: 
1. State Tax ID (seller's permit)

When people talk about a "state tax id," they usually mean the state sales tax ID also called a seller's permit.  This type of state tax id is used to buy wholesale and sell retail and in our site as well as most states call it a seller's permit.  
So, whether you sell wholesale or buy wholesale or even if you buy wholesale in order to sell retail ( in small amounts ) you will need this state sales tax ID that is also called a seller's permit. 
Sometimes a state ID is also called a wholesale ID that is also the same state tax id discussed above and it is called sales tax ID number (seller's permit).  
Again, you need it if you sell or lease taxable equipment and or merchandise. I.e., if you buy or sell anything wholesale or sell retail.  You can buy or sell wholesale or retail with this number.  
The resale certificate is part of the seller's permit service we offer on this site.  
Once you obtain the seller's permit from us, it will include the resale certificate you will need to buy wholesale. 
Note that this type of state tax ID is also called a resale ID, seller's permit, re-seller license etc.

However, there is another state tax id that is called an employer identification number. 

2. State Tax ID (state employer ID number EIN)

An employer state tax ID number is a number that all employers must have.  If you are an employer, you will also need a federal tax ID number.  State employer number requirements:  Employers are required to obtain a State Employer Tax Id (EIN) and a Federal Tax Id (FEIN).

So, first, there is an employer state tax ID number that all employers must have.  If you are an employer, you will also need a federal tax ID number
Second, a state ID that is most commonly called a seller's permit or Wholesale state Tax ID  Number
 AKA, sales tax ID number  is an ID number that you need if you sell or lease taxable equipment and or merchandise.   You can buy or sell wholesale or retail with this number.  Also called a resale ID, seller's permit, re-seller license etc.

Here is an example on how to use a State Sales Tax ID ( Seller's Permit ).
George starts an online business from home selling online on Etsy from home. He buys merchandise from wholesaler's and sells them retail.
To buy wholesale, George will have to present a wholesale certificate to the wholesaler.
The wholesale certificate is just an one page, well, certificate that certifies that George has a valid seller's permit ( resale ID ) and thus George can buy wholesale.
The resale certificate is part of the seller's permit service we offer on this site.  
Once you obtain the seller's permit from us, it will include the resale certificate you will need to buy wholesale. 
Buying wholesale, of course, means that he does not pay any sales tax to the wholesaler.
George pays only the price of the item or items he buys from the wholesaler.
So, for instance, if he buys 1,000 dolls at $1 per doll, George will pay the wholesaler exactly $1,000.
If he did not posses a State Sales Tax ID ( Seller's Permit ), he would have to pay about 8% tax and the purchase would cost George $1,080.
So he saved $80 till he sells the dolls and collects the 8% from the person that buys the doll from Etsy.

For example, CA Seller's Permit Total Price is $39 because there is no additional fees. 

A Seller's Permit is ALSO CALLED a resale ID, wholesale ID, retail ID, re-seller's license, state sales tax ID, tax ID, resale number, resale certificate, or vendor's license).  You will need it to buy or sell wholesale and sell in small amounts (retail).
